Our Health Diplomacy Youth Network (HDYN) and World’s Youth for Climate Justice (WYCJ) launched the Joint Task Force on the International Court of Justice (ICJ) Advisory Opinion on Climate Change.
The announcement follows a significant week for global climate and health governance. The United Nations General Assembly recently adopted a resolution welcoming and advancing the implementation of the landmark ICJ Advisory Opinion on Climate Change. Shortly thereafter, discussions at the 79th World Health Assembly in Geneva highlighted the growing intersections between climate change, health, equity, governance, and international cooperation.
Against this backdrop, HDYN and WYCJ co-hosted a fireside conversation at the Health Diplomacy House during the World Health Assembly. The discussion brought together participants from across sectors to explore the implications of the ICJ Advisory Opinion for global health governance and to examine how international legal developments can inform efforts to build healthier, more resilient societies.
Building on this collaboration, HDYN and WYCJ have established the Joint Task Force on the ICJ Advisory Opinion, an informal expert group co-convened by both organizations. The Task Force will serve as a platform for technical analysis and dialogue at the intersection of climate change, health, and international law.
The Joint Task Force will:
- Conduct an independent technical review of the WHO Pandemic Agreement in light of the obligations identified in the ICJ Advisory Opinion.
- Provide expert analysis on potential pathways for considering these obligations within the framework of pandemic prevention, preparedness, and response, drawing on relevant review mechanisms, including those established under Article 50 of the International Health Regulations.
- Produce an initial technical report containing analytical findings and recommendations for consideration by Member States and relevant stakeholders. The report is expected to be published ahead of the 80th World Health Assembly in May 2027.
Through this initiative, HDYN and WYCJ seek to contribute to ongoing global discussions on climate justice, public health, and multilateral cooperation. The Joint Task Force reflects a shared commitment to advancing evidence-informed dialogue and strengthening the connections between climate action and global health governance.
As the international community considers the implications of the ICJ Advisory Opinion, HDYN and WYCJ look forward to working with partners, experts, and stakeholders to explore how its findings can help shape a healthier, more equitable, and more sustainable future for all.
